Acknowledging the Community Voices Across Colorado Springs

On June 19, 2025, following the decisive defeat of the Karman Line Annexation proposal by Colorado Springs voters, we took a moment to recognize the extraordinary grassroots effort that made it possible. The letter below, written in the days after the election, was addressed to several of the local leaders who helped organize and inspire a broad coalition of residents to take a stand.

Their work—from showing up at city council meetings to leading a successful petition campaign—resulted in a resounding 82% vote against the annexation. We appreciate their unwavering support of the farmers and rural communities across southeastern Colorado. It was a historic outcome and a powerful example of what community-led advocacy can achieve when people come together with determination and purpose.

We share this letter to honor the courage and commitment behind that effort.

An Open Letter to Our El Paso County Neighbors

June 19, 2025

Dear Ann, Dawn, Brenna, and Friends,

I want to extend a heartfelt thank you to each of you, and to all of the others, who stepped up to challenge the Karman Line Annexation, from testifying before City Council early on to launching the petition campaign that ultimately brought the decision back to the people.

Because of your dedication, persistence, and belief in the power of community action, Colorado Springs voters made their voices heard loud and clear, rejecting the annexation with an overwhelming 82% of the vote. This result was historic, not only in the scale of the defeat but in the way it reaffirmed the power of grassroots determination and citizen leadership. It is a powerful reminder of how important it is for elected leaders to stay connected to the concerns of their communities.

You reminded everyone what's possible when everyday people stay engaged and refuse to give up. You took on the big guys -powerful developers, city officials, and long odds - and proved that determined citizens can still shape the future. That takes real courage, conviction, and a deep commitment to your community.

As you know, this annexation would have increased Colorado Springs’ water demands at the expense of irrigated farmland in the Lower Arkansas Valley, land that sustains our food systems, rural livelihoods, and agricultural heritage. Your efforts helped protect not only your own community but the future of ours as well.

While the fight for responsible growth and water conservation is far from over, this is a historic win that should be celebrated and has created a strong foundation to build upon.

On behalf of the Lower Arkansas Valley Water Conservancy District, thank you for standing up, speaking out, and making a lasting difference!

With sincere appreciation,

Jack Goble
